Downing of Russian Su-24 looks like a planned provocation - Lavrov
Published time: 25 Nov, 2015 11:34, Edited time: 25 Nov, 2015 12:52
The downing of a Russian warplane in Syria by Turkey appears to be a pre-planned provocation, the Russian Foreign Minister said. Ankara failed to communicate with Russia over the incident, he added.
“We have serious doubts that this act was unintentional. It looks very much like a preplanned provocation,” Lavrov said, citing Turkey’s failure to maintain proper communication with Russia, the abundance of footage of the incident and other evidence.
Lavrov added that many Russian partners called the incident “an obvious ambush.”
Earlier in the day, Turkish Prime Minister Ahmet Davutoglu slammed Russia for "attacks on Turkmen" in Syria, which according to Ankara preceded the incident with the downed Su-24.
The Russian FM said the region where the incident happened is not just home to Turkmen people. There are also hundreds of foreign fighters affiliated with known terrorist groups and elements of their infrastructure such as weapons depots and command points there, he said.
“I asked [Turkish FM Cavusoglu] whether Turkey’s close attention to this region, including the calls to create a buffer zone there, was motivated by a desire to protect this infrastructure from destruction. I didn’t receive any reply to this question,” Lavrov said.
He added the downing of the Russian warplane occurred shortly after a series of airstrikes on terrorist oil convoys and facilities by the Russian Air Force. The incident “sheds new light” on the issue, according to the Russian foreign minister.
The Russian diplomat criticized NATO for failing to express condolences to Russia over the loss of its troops lives.
“Very strange statements were voiced after a NATO meeting called by the Turks, which didn’t express any regret or condolences and in effect were aimed at covering up what the Turkish Air Force did yesterday,” Lavrov said. “A similar reaction came from the European Union.”
Lavrov reiterated the statements of the Russian Defense Ministry, which denied Ankara’s allegations that the Russian warplane had violated Turkish airspace.
He added that even if Turkey’s words were taken on face value, its actions contradict its own position expressed in 2012, after Syria took down a Turkish military plane. At the time, then-Prime Minister Erdogan told the Turkish parliament that a short incursion into another nation’s airspace cannot justify an attack on it.
Russia’s relations with Syria will change after the attack on the Russian plane, Lavrov said, adding that Turkey, which is now calling for dialogue, should have done more to communicate with Russia prior to and right after the incident.
Moscow will measure its response to limit the harm done to Turkish and Russian businessmen, who had nothing to do with the incident, and would decide on a proper action, Lavrov said.
“We cannot fail to react to what happened. Not because we must retaliate. It’s just that there are too many issues in Turkey that pose a direct terrorist threat to our citizens. And not only ours,” he said.
Lavrov said after canceling his planned visit to Istanbul that Moscow doesn’t indent to send any senior officials to Turkey or receive any senior Turkish officials. At the same time, phone channels remain open, as evidenced by the call with Foreign Minister Mevlut Cavusoglu.
The Russian minister said there was a question of American involvement in the downing of the Russian plane. According to his sources, the US demands all members of the anti-IS coalition led by Washington, who use US-made military aircraft, coordinate all deployments with the US military.
“I wonder if this demand of the Americans covers… Turkey. If it does, I wonder whether Turkey asked permission from the US to fly its US-made planes and take down – let’s say 'an unidentified' – plane over Syrian territory,” Lavrov said.
The senior Russian diplomat said the problems at the Turkish-Syrian border could be solved by simply closing it, as suggested by French President Francois Hollande during his meeting with US President Barack Obama in Washington.
“President Hollande suggested measures to close the Turkish-Syrian border to stop the flow of militants and finances to terrorists. It’s remarkable that President Obama didn’t react to it. I believe it’s a good suggestion and that during the visit tomorrow President Hollande will tell us details. We are prepared to consider these measures in earnest. Many people say that sealing the border would effectively eliminate the terrorist threat in Syria,” Lavrov said.

Surviving pilot of Russia's downed plane rules out Turkey’s airspace violation
November 25, 17:48 UTC+3
The pilot says there were no warnings from Turkey
MOSCOW, November 25. /TASS/. A rescued pilot navigator of the Russian Su-24 bomber aircraft, downed on Tuesday by a Turkish fighter jet on the border with Syria, said there was not a single possibility that his plane had violated the airspace of Turkey.
"No, this is out of the question even for a one-second possibility, as we were at the altitude of 6,000 meters and the weather was clear," the pilot said in interview with Russia’s Rossiya-1 television channel.
"All our mission flight was in my personal full control until the explosion of the missile," he said.
"There was not even a slightest threat of getting into Turkey," the pilot added.
According to the man, there were no warnings from Turkey.
"In fact there were no warnings either via radio communication or optically. There were no contacts at all. That’s why we flew heading combat course as per normal," he said.
"If they wanted to warn us they could have come out by flying on parallel courses. But this did not happen. And the missile came to our jet’ tail all of a sudden… We didn’t even see it to have time for missile evasive maneuver," the navigator said.
The navigator pilot said he will continue his tour of duty in Syria and will remain assigned to the Hmeymim airbase.
"I’m looking forward to the moment I’ll be discharged (from hospital) because I’ll step back into the ranks then," Captain Konstantin Murakhtin, the navigator, told Rossiya One TV channel on Wednesday.
"I’ll ask the commanders for permission to stay on this airbase," he said. "I have a debt to pay off on the part of my commander [who was shot dead by militants from the ground after catapulting from the jets - TASS]."
The Russian Su-24M all-weather bomber aircraft (NATO reporting name Fencer) was on anti-terrorism mission in Syria on Tuesday morning, when it was shot down by a Turkish F-16 fighter jet. Ankara claims it downed the Russian warplane after it had violated Turkey’s airspace, while the Russian Defense Ministry says the bomber was in the airspace over Syria at the time of the attack.

Russian Defence Ministry summed up results of Russian Aerospace Forces activity in Syria on November 23-26
Âuring the night of November 24-25, the mission on rescuing the pilot the Russian Su-24 bomber downed by a Turkish fighter aircraft over the territory of Syria continued for 12 hours.
All details of the operation cannot be disclosed due to obvious reasons. However, it should be emphasized that along with the Russian search-and-rescue group, militants and a number of other units equipped with special purpose locators were also conducting active search for the Russian pilot in that area.
As soon as Russian pilot was safe, Russian bombers and reactive artillery of the Syrian governmental forces have conducted massive airstrikes in the area for a long period of time. The terrorists operating in this zone and other mysterious groups were eliminated.
As a result of concentrated Russian airstrikes against militants, the Syrian governmental troops acquired full control over the mountainous areas in the northern part of the Latakia province. This completely blocked the cross-border deliveries of armaments, ammunition and materiel to the terrorists in this area.
Moreover, the Russian aviation controls all main routes, which had been used for supplying the ISIS terrorist groups with weapons, ammunition and materiel in other regions in the north of Syria.
Yesterday the Russian military attache in Turkey visited the General Staff of the Turkish Armed Forces to receive recordings of the alleged radio talks between the crew of the Turkish F-16 fighter and the pilots of the Russian Su-24 bomber on November 23.
Russian military representative was informed that there was no possibility to hand over the materials concerning the attack of the Turkish F-16 fighter on the Russian aircraft on November 23.
Moreover, representatives of the Turkish General Staff stated that they had not published any of those materials in the media.
In that case, it is another proof that the audio recordings of the radio talks between the Turkish pilots and the Russian crew, which came up in certain media today, constitute a habitual fake. Again, they are referring to unspecified sources or other radio enthusiasts.
Messages of some foreign media concerning the alleged engagement of a column of trucks of a “humanitarian convoy” from Turkey near the border-crossing point Bab Al-Salam by the Russian aircraft are also nothing but stovepiping.
It is to be stressed that the photos and videos published in the Internet:
•first, do not show any craters of exploded munitions;
•second, do not feature any fragmentations, which could damage all the trucks, as a result of strikes.
•finally, there are no remains of the mere munitions.
That is why they are advised not to pose convoys with ammunition for militants active to the north of Aleppo as “humanitarian help”.
By the way, the Turkish party had not given any notice concerning delivering of any humanitarian convoy in this area. Aside from the fact that any humanitarian convoy is specially marked.
Today, according to the earlier decision, all the active channels of cooperation between the Russian Defence Ministry and the Turkish Armed Forces have been closed. That relates to the so-called “hotline”, which had been arranged for prevention of incidents in the air during elimination of terrorist infrastructures in Syria. The official representative of the Russian Navy in Turkey on coordination of activities of the Black Sea Fleet and the Turkish Navy was recalled.
Today, in accordance with the decision of the Supreme Commander-in-Chief of the Russian Armed Forces, an AA missile complex S-400 was delivered, deployed and put on combat duty at the Hmeymim airbase in Syria.
The reaction of the American party on these actions is surprising. In particular, officials in the US Embassy in Moscow claimed that (quote): “the deployment of these systems will further complicate the already difficult situation in the skies over Syria”.
By the end of Tuesday, the Russian Ministry of Defence had mainly shared that opinion being sure that the Russian aircraft making strikes on the ISIS were secured from attacks of the so-called anti-ISIS coalition led by the USA.
Now the Russian Ministry of defence will ensure the safety of the aircraft of the Russian air group during actions against the terrorists of the ISIS and other terrorist groupings using more reliable methods.
It is worth to be reminded, that starting from 10:00, November 25, the Moskva Guards missile cruiser has started performing combat tasks on air defence of the Russian base having arrived in the assigned area of the Latakia shore zone.
In the course of the last three days, the Russian air group has continued conducting target reconnaissance and performing strikes on separate objects of terrorist groups active in the territory of the Syrian Arab Republic.
On November 23-26, aircraft of the Russian Aerospace Forces performed 134 combat sorties engaging 449 objects in the Aleppo, Damascus, Idlib, Latakia, Hama, Homs, Raqqah and Deir-ez-Zor provinces.
In the suburbs of Al-Qaryatayn (Homs province), a Su-24M bomber destroyed an ISIS underground ammunition depot. Direct hit of an OFAB-250-270 air bomb and further detonation of explosives caused complete destruction of the object.
Near Zaytan (Idlib province), a Su-25 wing carried out a strike on concentration of militants of the Jabhat al-Nusra grouping. Direct hits of air bombs eliminated a tank, two armored vehicles, and three cars equipped with mortars. The enemy suffered heavy losses in manpower.
The Russian aviation continues performing strikes on oil processing facilities located in the ISIS-controlled territories.
Thus, on November 24, a Su-34 bomber carried out strikes on columns of oil trucks, oil processing and storage objects located near oil-bearing areas in the north and east of Syria (Deir-ez-Zor and Raqqah provinces).
According to avialable data, armed groups of islamists, which had been blocked near Talbiseh and al-Rastan (Homs province), continue suffering losses caused by strikes of the Russian aviation. Militants retreated by 4-6 kilometers at the direction of Mahin, Al-Qaryatayn.
Today, using the objective monitoring data, the Russian Defence Ministry demonstrates results of strikes on terrorist facilities carried out by the Russian aviation.
S-400 AA missile system has been put on air defence combat duty at the Hmeymim airbase
Guards missile cruiser Moskva arrived to the shore zone of Latakia for air defence of the region

Turkey’s F-16 that downed Russian bomber was in Syrian airspace for 40 seconds — commander
November 27, 17:43 UTC+3
The Russian Aerospace Forces commander says the video footage of Russian bomber's crash was shot from the territory controlled by terrorists from North Caucasus and former Soviet republics
MOSCOW, November 27. /TASS/. Turkey’s F-16 fighter that shot down the Russian Aerospace Forces’ Sukhoi Su-24M bomber was in Syria’s airspace for 40 seconds and went 2 kilometers inside its territory, while the Russian bomber did not violate the Turkish state border, the commander-in-chief of the Russian Aerospace Forces, Viktor Bondarev, said Friday.
"In line with air defense means objective control materials, the Turkish plane was in Syria’s airspace for 40 seconds and flew two kilometers inside its territory, whereas the Russian bomber did not violate the state border of Turkey," Bondarev said.
He said the crew of the second Su-24 plane confirmed the launch of the missile from the F-16. After the combat employment at the mentioned target and left turn to 130-degree course "it observed on the left side of it flame and a tail of white smoke, which it reported to the flight operations director," he said.
The commander also said that terrorists were informed about the plotted provocation against the Russian plane in advance.
Bondarev also noted that the video footage of Russian bomber's crash was shot from the territory controlled by terrorists from North Caucasus and former Soviet republics. He also noted that the person shooting the video knew the time and place of the attack in advance.
"The shot angle makes it possible to define the exact place. It is located in a territory held by radical terrorist groups from the North Caucasus or the former Soviet republics. The cameraman knew the exact time and place from it would be possible to make exclusive shots," Bondarev said.

Turkish F-16 attacked Russian Su-24 without warning, both were above Syria – commander
Published time: 27 Nov, 2015 14:13
Edited time: 27 Nov, 2015 14:48
A Turkish fighter jet launched a missile at a Russian bomber on Tuesday well ahead of the Su-24 approaching the Turkish border, the chief of Russia’s Air Force said. The bomber remained on Turkish radars for 34 minutes and never received any warnings.
The attack on the Russian Su-24 bomber was intentional and had been planned in advance, Viktor Bondarev, the chief of Russia’s Air Force, announced Friday, calling the incident an “unprecedented backstab.”
The commander shared with the media previously unknown details of what happened on Tuesday.
On November 24, a pair of Russian Sukhoi Su-24 tactical bombers took off from Khmeimim airbase in Latakia at 06:15 GMT, with an assignment to carry out airstrikes in the vicinity of the settlements of Kepir, Mortlu and Zahia, all in the north of Syria. Each bomber was carrying four OFAB-250 high-explosive fragmentation bombs.
Ten minutes later, the bombers entered the range of Turkish radars and took positions in the target area, patrolling airspace at predetermined heights of 5,800 meters and 5,650 meters respectively.
Both aircraft remained in the area for 34 minutes. During this time there was no contact between the crews of the Russian bombers and the Turkish military authorities or warplanes.
Some 20 minutes after arriving at the designated area, the crews received the coordinates of groups of terrorists in the region. After making a first run, the bombers performed a maneuver and then delivered a second strike.
Immediately after that, the bomber crewed by Lieutenant-Colonel Oleg Peshkov and Captain Konstantin Murakhtin was attacked by a Turkish F-16 fighter jet operating from the Diyarbakır airfield in Turkey.
To attack the Russian bomber with a close-range air-to-air missile, the Turkish fighter jet had to enter Syrian airspace, where it remained for about 40 seconds. Having launched its missile from a distance of 5-7 kilometers, the F-16 immediately turned towards the Turkish border, simultaneously dropping its altitude sharply, thus disappearing from the range of Russian radars at the Khmeimim airbase.

Commander-in-Chief of the Russian Aerospace Forces presents facts of the attack on the Russian Su-24M aircraft carried out by the Turkish F-16 fighter in the sky over Syria on November 24
In the course of appearance of different versions concerning circumstances of the attack on the Russian Su-24M aircraft carried out by the Turkish F-16 fighter in the sky over Syria on November 24, the Russian Defence Ministry presents facts of this situation unprecedented in its disloyalty.
The accident happened on November 24. Combat loss of the Su-24M, tail number 83, was caused by fire engagement.
At 9.15 (MSK) it was assigned to carry out strike near Kepir-Motlu-Zahiya located in the north of Syria.
This task was assigned to two Su-24M aircraft crews, including one of pilot Lieutenant Colonel Oleg Peshkov and Captain Konstantin Murakhtin (aircraft number 83, with combat payload four OFAB-250-270 air bombs).
The crews were assigned to conduct combat air patrol near Maarrat al-Numan at flight levels of 5800 m and 5650 m correspondetly.
The aircraft took off from the Hmeymim airbase at 9:42.
At 9:52, the Su-24M entered detection zone of the Turkish Air Force radar means and was under their coverage in the course of 34 minutes.
After 20 minutes passed since the crew had entered its area of responsibility, the Command centre of the Hmeymim airbase ordered it to eliminate militants in the area.
The crews bombed two assigned targets and turned to the left to make another approach for destruction of two remaining targets.
As it was carrying out an airstrike at the target located 5.5 km to the south of the Turkish border, at 10:24 the crew led by Lieutenant Colonel Peshkov O.A. launched bombs at the target and was then downed by an "air-to-air" missile from an F-16 fighter of the Turkish Air Force, which had performed take-off from the Diyarbakir airfield of the 8th airbase located in the territory Turkey.
During the analysis of video air situation display provided by the Command Centre of the Syrian Air Force and Air Defence, an aerial target was spotted, moving from Turkey in the direction of the state border at the speed of 810 kmph and with the heading of 190 degrees.
After the Turkish fighter approached the Su-24M at a range equal to the range of a missile launch (equal to 5-7 km, which proves that the F-16 was in the Syrian air space), it quickly maneuvered to the right, lowered, and disappeared from the display of the air situation display.
According to the objective monitoring data received from the air defence means, while the Russian bomber did not cross the Turkish border.
The crew of the leading aircraft confirms the missile launch. After the launch and a left turn for heading 130 degrees, they observed a flash and a tail of white smoke, which he reported to the flight control officer.
At 10:25, the flight control officer registered that the mark from the Su-24M aircraft disappeared from the radars. The further requests and the requests of the leader crew of the Lieutenant Colonel Peshkov remained without answer.
The estimated time of arrival of an F-16 aircraft from the military airfield Dyabakyr from the stand-by position on the ground to the possible place of missile launch constitutes 46 minutes (15 minutes for preparation and take-off, 31 minutes - flight time needed to arrive at the firing point).
Thus, interception of a Su-24M aircraft from the stand-by position on the ground from the military airfield Dyabakyr is impossible as the necessary time for approaching the target exceeds the minimum time needed for attack by 12 minutes.
Objective monitoring data received from the Syrian radar stations confirmed the presence of two F-16’s in the duty zone from 9:11 till 10:26 min (for 1 h 15 min) at the altitude of 2400 metres, that shows that the operation was planned beforehand and the fighters were ready to attack from the air ambush over the territory of Syria.
It is to be mentioned that the fighter aircraft stopped maneuvering in the duty zone an headed rapidly to the offset point 1 minute and 40 seconds before the maximum approach of the Su-24M aircraft to the Syrian-Turkish border. The method the F-16 aircraft entered the engagement zone (not by the curve of pursuit) shows that it was vectored from the ground.
Actions of the Turkish aircraft after launching of missiles over the territory of Syria - the wind-down turn with loss of altitude and going under the lower range line of the air defence means - also speaks for the fact that the perfidious crew's actions were planned beforehand.
Objective monitoring data from the Hmeymim airbase and the leader aircraft did not register any request made by the crew of the Turkish aircraft to the Russian pilots on the pre-arranged frequency.
The readiness of the Turkish media to cover this incident is also surprising.
The strike with the "air-to-air" missile was made by a pilot of the F-16 aircraft of the Turkish Air Force at 10:24 and just in an hour and a half the video showing the falling warplane was published on the YouTube video hosting site by the Turkish private television company. The angle of the footage allows to define the possible place of recording. It is situated in the area controlled by the radical terrorist groupings consisting of people from the North Caucasus and the former republics of the USSR. The operator had known in advance the time and place, which would be the best for recording the exclusive footage.
Rapid appearance of militants' groups in the landing area and publication of the video in the Internet just 1.5 hours after the accident show that the terrorists had been informed in advance about the prepared provocation for its videoing and publication of the materials in social media on the Internet.
All these facts clearly show the earlier preparation for downing of the aircraft and the coverage of those events using the Turkish Air Force, illegal armed groups and Turkish information agencies along with active support of the media.
Since the signing of the mutual understanding memorandum between the Russian Ministry of Defence and the Department of Defence of the USA on October 23, 2015, the Command of the Russian air group has undeviatingly taken all measures to prevent incidents between Russian military aircraft and warplanes belonging to the Coalition countries.
In accordance with these agreements, the Russian Air Force Command Centre at the Hmeymim airbase had informed representatives of the US Air Force concerning the engagement areas and echelons of a pair of Russian Su-24M bombers in advance.
That is why statements made by different officials from Turkey concerning that they had not identified the Russian aircraft are, at least, confusing.
Moreover, the Turkish military command has violated all articles and dispositions of the international law that regulates defence of the state border in the air space.
It is to be stressed that there were neither apologies, nor offers of help in positioning and evacuation of the downed crew received from the Turkish party after the tragedy happened.
In conclusion, it is necessary to touch upon the subject of the search-and-rescue operation conducted to evacuate the navigator, Captain Konstantin Murakhtin from the landing location .
First of all, the Command expresses its gratitude to all the members of the operation for their accurate, coordinated work, their tenacity and composure shown in the most difficult situation at night, surrounded by terrorists. Their work helped to bring the ejected navigator to the base.
As soon as Captain Murakhtin was safe, massive airstrikes were made by Russian aircraft and the Syrian rocket artillery on the area occupied by terrorists who had been actively searching for him.
In conclusion, it must be said that the Aerospace Forces Command is proud of its pilots, technicians, commanders, and maintenance personnel, which carry out combat missions to fight international terrorism in Syria.
The Command wishes to express its deepest condolences to the families of Lieutenant Colonel Oleg Peshkov and Private Alexander Pozynich, who lost his life rescuing the crew.
The families of the servicemen will not be left on their own and they will receive all required assistance.

Pentagon warns Russia’s against arming its warplanes in Syria with air-to-air missiles
December 01, 8:22 UTC+3
Pentagon spokesperson Michelle Baldanza told TASS on Monday that Russia’s arming its Su-34 warplanes in Syria with air-to-air missiles can only complicate the situation
WASHINGTON, December 1. /TASS/. Russia’s arming its Su-34 warplanes in Syria with air-to-air missiles can only complicate an already difficult situation in Syria’s airspace, Pentagon spokesperson Michelle Baldanza told TASS on Monday.
"Such systems will further complicate an already difficult situation in the skies over Syria and do nothing to further the fight against ISIL [the former name of the terrorist group Islamic State which is outlawed in Russian] as they have no air force," she said. "·We expect that if Russia follows through, they will abide by our Memorandum of Understanding regarding flight safety and not direct this system against Coalition aircraft."
On Monday, spokesman for the Russian Aerospace Forces Colonel Igor Klimov said Russia’s Sukhoi Su-34 fighter-bombers (NATO reporting name: Fullback) had for the first time taken, in addition to bombs, short-and medium-range air-to-air missiles on combat mission in Syria. "The Russian Su-34 fighter-bombers today have for the first time taken on combat mission not only the OFAB-500 air bombs and KAB-500 guided bombs, but also short-and medium-range air-to-air missiles. The planes are equipped with missiles for their defence," Klimov said.
According to him, the missiles "are equipped with target seeking devices and are capable of hitting air targets within the range of 60 kilometres."
A Russian Su-24M bomber was gunned down by a Turkish F-16 fighter jet in the morning of Tuesday, November 24. Turkish defence officials claimed the Russian warplane had intruded into Turkish airspace in the area of the Syrian-Turkish land-surface border.
The Russian Defense Ministry said the Su-24M was flying over the Syrian territory and there was now intrusion in Turkish airspace.
The crew - Lt Col Oleg Peshkov and Capt Konstantin Murakhtin managed to eject themselves from the aircraft but Lt Col Peshkov was killed in midair by gunfire opened by militants from among the ethnic Turkomans.
Capt Murakhtin was rescued and taken to the Russian airbase at Hmeymin, Latakia province.
The search and rescue operation involved two Mi-8 helicopters. One of them was damaged by gunfire and made a forced landing. A contract marine serviceman - Alexander Pozynich - died in the incident while the rest of the search party was evacuated to a safe place.
The damaged helicopter was destroyed later by mortar fire from a land area controlled by militants.
The Russian defense ministry and later the surviving Su-24M pilot refuted Ankara’s allegations that the Russian plane had been given warnings before the attack.

Media briefing “Russian Federation Armed Forces fighting against international terrorism. New data” came to an end
Statement of Deputy Defence Ministry Anatoly Antonov during the mass media briefing: “Russian Federation Armed Forces fighting against international terrorism. New data”
International terrorism is the world’s biggest threat today. It is not an imaginary threat. It is very real, and many countries, particularly Russia, have firsthand experience of suffering from it.
But there are ways to combat the raging monster of international terrorism, and defeat it. Russian Aerospace Forces have evidently demonstrated that over the past two months.
We are convinced that, in order to defeat ISIS, it is instrumental to deal a crushing blow to its sources of funding, as Russian President Vladimir Putin has pointed out on many occasions. Terrorism without money is a beast without its fangs.
Illegal oil revenues are one of the main sources of income for the terrorists in Syria. According to some reports, they make about $2 billion a year on illegal oil trade.
Turkey is the main destination for the oil stolen from its legitimate owners, which are Syria and Iraq. Turkey resells this oil. The appalling part about it is that the country's top political leadership is involved in the illegal business — President Erdogan and his family.
The Turkish leadership has demonstrated extreme cynicism. Look at what they are doing! They have invaded the territory of another country and are brazenly plundering it. And if the hosts are standing in their way, they must be removed.
We understand that some of the Turkish leaders, notably Mr. Erdogan, will not step down and will not admit anything.
I would like to emphasize that Erdogan's resignation is not our goal. It’s up to the people of Turkey to decide.
Our purpose is fighting terrorism. Our objective is to shut down the sources of financing of terrorism. We call upon all those present here to join us in this effort. We are prepared to make your findings available to the public. We will continue to present you and the general public with evidence related to the financing of international terrorism.
Speech of the Chief of the Main Operational Directorate of the General Staff of the Russian Armed Forces Lt.Gen. Sergei Rudskoy
It will be impossible to achieve a real victory against ISIS without shutting down its sources of funding.
As Deputy Defense Minister Anatoly Antonov has already mentioned, illegal oil trade is the main source of income for terrorists.
To terminate this source of funding, the Russian Aerospace Forces have been delivering airstrikes on oil extraction, storage, refining and transportation facilities in ISIS-controlled areas.
Over the past two months, Russian air strikes have inflicted damage on 32 oil production facilities, 11 refineries and 23 oil pumping stations. A total of 1,080 tanker trucks carrying oil and petroleum products have been destroyed.
This has enabled us to reduce the illegal oil turnover in Syria by almost 50 percent.
According to the most conservative estimates, the terrorist group’s revenues from its illegal oil operations have gone down from $3 million to $1.5 million a day. Multiply that figure by 4 years. After Russian strikes the terrorists’ income has decreased and constitutes 1,5 million dollars a day.
However, terrorist organizations continue to receive considerable financial resources, as well as weapons, ammunition and other supplies for their activities. Certain nations, primarily Turkey, are directly involved in Islamic State’s large-scale business project, thereby aiding the terrorists.
The General Staff of the Russian Federation Armed Forces has irrefutable evidence of Turkey’s involvement based on aerial and space reconnaissance data.
Today only a part of available information is to be presented.
We have identified three main oil transportation routes from ISIS-controlled Syrian and Iraqi territories into Turkey.
The Western route leads to the Mediterranean ports, the Northern route leads to the Batman oil refinery and the Eastern one ends at a large transshipment base in Cizre.
We will show you the entire chain of oil supplies into Turkey, from extraction to refining facilities.
Along the Western route, hydrocarbons produced from the oil fields near Al-Raqqah are transported to the north-west of Syria by motor vehicles.
The image made on November 13, 2015 shows the stretch of the highway near the town of Azaz linking Turkey and Syria where you can see a concentration of vehicles carrying petroleum products.
The area “A”, located on the Turkish side, shows 240 oil tanker trucks and semi-trailer vehicles. In the area “B”, located at the Syrian side, you can see 46 oil tanker trucks and vehicles waiting to cross the border.
According to available data, a number of tanker trucks are disguised as simple heavy vehicles.
Similar map can be seen near Reyhanli
Despite the fighting in the Aleppo province, you can see a constant two-way flow of motor vehicles, as well as a large amount of motor vehicles on Turkish territory.
The video shows vehicles, which are freely crossing of the border. Here the Syrian territory is controlled by the Jabhat al-Nusra illegal armed grouping, which allow the oil tanker trucks and heavy vehicles with oil to enter the territory of Turkey. These vehicles are not checked at the Turkish side of the border. There are hundreds of such vehicles.
Heavy vehicles are crossing Syrian-Turkish border with no restrictions near Reyhanli
The image taken on November 16 shows up to 360 oil tanker trucks and heavy vehicles close to the Syrian border.
Up to 160 oil tanker trucks that just crossed the border are located in area “B”. In the direction of the checkpoint located in the area “A”, a convoy of 100 vehicles is heading to the Syrian border.
Space reconnaissance data confirmed that after crossing the border oil tank trucks and semi-trailers are heading to the ports of Dörtyol and Iskenderun, where special mooring places for tankers are equipped. There, one part of the oil is loaded into the vessels and is sent to oil proceeding facilities beyond the borders of Turkey. The other is sold on the domestic Turkish market. On average, one tanker is loaded with oil in these ports every day.
The space images of this ports dated November 25, 2015, show a concentration of petrol tank vehicles, which are waiting for shipment.
395 petrol tank vehicles were detected in Dörtyol, and 60 in Scanderoon.
The next route leads to Turkey from the oil fields located at the Euphrates right bank. The region near Deir ez-Zor is one of the largest oil extracting and oil refining centers that is currently under the ISIS control
A large number of oil refining facilities is located here, one of them can been seen at the screen.
In this region, a concentration of petrol tank vehicles awaiting shipment is constantly registered. Photos of automobile columns with little distance between each other are presented.
In the area of Deir-ez-Zor, space intelligence means detected 1722 oil transporting vehicles on October 18, 2015. Most vehicles were on the unequipped parking areas.
It is worth mentioning that the number of trucks at waiting areas, located in Deir-ez-Zor as well as in other Syrian regions has been significantly decreased since the beginning of the operation carried out by the Russian Aerospace Forces against the ISIS oil infrastructure.
There is no need to speak about ecology consequences of barbarian oil production.
Terrorists built oil lakes in the sand. One of them is located in Raqqah.
After being loaded with oil, columns of trucks are moving from the Eastern regions of Syria to Kamisli border town and waiting for their turn.
The presented photos, which were made this August, demonstrate hundreds of oil trucks and heavy vehicles moving both to and from the Turkish border.
Finally, the most part of oil is being transferred from the Eastern Syria to a large oil refinery plant in Batman (Turkey), which is located 100-kilometers far from the Syrian border.
The third oil transportation route to Turkey is laid from oil fields located in the North-East of Syria and North-Western areas of Iraq through Karachok and Cham Khanik Syrian towns and Zakho and Tatvan Iraqi ones.
The photos demonstrate concentration areas of trucks and heavy vehicles located near these towns.
On 28 November, 50 oil trucks were registered near Karachok on the territory of oil transferring point.
The photo demonstrates waiting areas of oil trucks located at the Syrian-Iraqi borderline near Cham Khanik. There were registered 380 vehicles in August. Everything has remained the same.
Reconnaissance is still registering movement of a large number of tanker vehicles crossing the Turkish and Iraqi borders. Even more tanker vehicles are registered on the Iraqi-Turkish border. Their amount has not decreased for the last three months.
Therefore, footage, dating from November 14, allowed detecting 1,104 oil trucks and heavy vehicles near Zakho and Tatvan.
They can’t fail to be noticed.
However, there not strikes on these columns from the coalition party. Only significant increase in the number of strategic UAVs is being observed.
Taking into consideration the fact that there are no strikes by the US-led coalition, the coordinates of active concentration areas with tanker trucks near certain inhabited areas will be published on the Russian Defence Ministry web-site after the briefing.
Then the trucks are crossing the borderline near Zakho with no restriction. Oil products are transported from Zakho to refinery plants. The nearest one is located in Batman. Oil products can be also transported to the large logistics center of the route, which is located close to the border between Iraq and Turkey, near Silopi.
The photo taken from the space on November 14 demonstrates presence of 3,220 oil trucks and vehicles. There is no need in further comments. The scale of the illegal business are truly impressive.
In total, in their illegal oil business, terrorists are using no less than 8,500 trucks transporting up to 200,000 tons of oil every day. Most of the vehicles are entering the Turkish territory from Iraq.
The Russian aviation group will continue performing tasks concerning liquidating oil infrastructure facilities of the ISIS terrorist organization in the Syrian Arab Republic. The Russian Defence Ministry also encourages the coalition colleagues to such actions.
Speech of the Chief of the Main Operational Directorate of Chief of National Centre for State Defence Control Lt.Gen. Mikhail Mizintsev
Convincing and irrevocable facts of a large-scale and harsh of theft energy resources from the sovereign state of Syria have been demonstrated today.
It is to be stressed that financial flows from the resale of oil products aim not only to enrich the leadership of Turkey; they are partially, but in large quantities, returned to the Syrian Arab Republic in terms of weapons, ammunition and mercenaries of different kind.
This week, ISIS and Jabhat al-Nusra has been reinforced with up to 2,000 militants, approximately 120 tons of munitions and 250 pieces of automobile hardware coming from Turkey.
According to the hard evidence gained in the course of intelligence, the Turkish party has been providing such activities regularly and for a long time. They do not even plan to stop doing it.
Certainly, next week we will inform you about delivery of weapons, ammunition, components of explosives, communication and other means by the Turkish party, training of terrorists in camps in the Turkish territory.

For the last week, on November 26 – December 4, the Russian aircraft have performed 431 combat sorties from the Hmeymim airbase making pinpoint strikes on 1458 terrorist objects in Syria
In the course of the last week, November 26 – December 4, the Russian aircraft have performed 431 combat sorties from the Hmeymim airbase making pinpoint strikes on 1458 terrorist objects in the Aleppo, Idlib, Latakia, Hama, Homs, Deir ez-Zor and Raqqah provinces.
It is to be emphasized that during all the flights the Russian bombers and attack aircraft were protected by Su-30SM fighters.
In the course of the combat task performance, command and control centres, training camps, ammunition and weaponry depots, strong points of militants of the terrorist groups active on the territory of the Syrian Arab Republic were destroyed.
Near Hnefis (Homs province), a hidden terrorist command centre was uncovered.
The centre had coordinated artillery strikes of illegal armed groups conducted against inhabited areas.
An airstrike completely destroyed the object, the artillery command is disrupted in that area.
Near Morek settlement (Hama province) a large terrorist weaponry and ammunition depot was eliminated. Direct hit of an airbomb destroyed the object completely.
Near Kesab (Latakia province), a large strong point of militants at one of the main tactical heights was eliminated.
Several airstrikes were made on that facility.
The first one caused detonation at the militants’ ammunition depot. The second and the third ones eliminated artillery and mortar positions as well as bunkers of terrorists.
The Russian pinpoint strikes resulted in occupation of that height by the Syrian governmental forces.
In the same province, information about a meeting of field commanders at one of the terrorist training camps was obtained through several intelligence channels. After the information was confirmed, a pair of Su-34 aircraft was aimed at the camp. As a result of the usage of a smart bomb on a fortified bunker, a leader of one of the large illegal armed groups Abu-Abdu and a number of other field commanders were eliminated.
In addition, in the course of the week, several leaders were eliminated near Al-Latamna (Hama province).
Information confirmed through different channels registers more and more frequently that militants suffer heavy losses, they are demoralized and are trying to leave their positions.
Thus, militants have left their positions near Jebel Rmili, Hazm al-Abyad and Wadi al-Sayeh (Homs province).
Last week, the Russian aviation destroyed 12 oil transfer stations and 8 oil fields and oil-and-gas complexes as well as more than 170 oil trucks.
In the course of last day, Su-34 bombers carried out strikes on two automobile columns on the highways near Aleppo, Raqqah, and Deir-ez-Zor. The strikes resulted in elimination of up to 40 tankers and heavy vehicles re-equipped for oil transportation.
Russian air strike on a terrorists' dug-out shelter (Latakia province)
Airstrike on a militants' transfer point (Raqqah province)
Airstrike on a training base of the Jabhat al-Nusra militants (Aleppo province)
Strike of the Russian aviation against a large ISIS depot (Idlib province)
Airstrike on an automobile column transporting oil products (Aleppo province)
Russian air defence radars, which are located at the Hmeymim airbase, are controlling the airspace day and night.
The Russian Defence Ministry is observing air missions carried out by the international coalition over the Syrian territories.
In the recent days, triple increase in the number of strategic UAVs has been registered.
During some periods of time, there are more than 50 UAV’s in the sky over Syria simultaneously.
It is worth mentioning, that most UAV’s of so-called coalition are conducting intelligence operations over oil production regions and the ones, which are located along the Syrian-Turkish borderline. These are the regions, where the main oil trafficking is observed.
There is no need to explain that the colleagues are able to share the information on situation at the Syrian-Turkish border and concerning the volumes and directions of the oil trafficking, if, of course, they wish.

Video: The Russian submarine "Rostov-on-Don" attacks strengthenings of ISIS fighters in Syria.
Russian Defence Minister reported to the Supreme Commander-in-Chief of the Russian Armed Forces on the results of missile and bomb strikes against infrastructures of terrorist groupings
Russian Defence Minister has reported to the Supreme Commander-in-Chief of the Russian Armed Forces on the results of missile and bomb strikes against infrastructures of terrorist groupings, which are active on the territory of the Syrian Arab Republic.
“For the first time Kalibr cruise missiles were launched by the Rostov-on-Don submarine from underwater position from the Mediterranean Sea,” said General of the Army Sergei Shoigu. Missile launch was carried out from underwater position.
The Head of the Military department reported that in the course of four days, the Russian aircraft including Tu-22M3 strategic bombers had performed over 300 sorties engaging over 600 targets of different type. “All the flights are carried out under the coverage of fighter aviation – Su-30SM aircraft,” added Sergei Shoigu.
The Head of the Military department mentioned that the Russian Defence Ministry had informed the foreign states concerning its actions beforehand.
General of the Army Sergei Shoigu also showed a flight data recorder from the Su-24M bomber downed by the Turkish fighter on November 24.
General of the Army Sergei Shoigu said that active work had been conducted on the territory of militants who had killed the Russian pilot. As a result, those territories were liberated by the joint efforts of the Russian air group and the Special Task Force of the Syrian Army. The Syrian servicemen found the place where the Russian aircraft had hit the ground. According to Defence Minister, militants were rapidly leaving those territories and did not manage to take anything from the downed aircraft.
In his turn, Vladimir Putin ordered the Russian Defence Ministry to open the flight data recorder from the Russian military aircraft downed by the Turkish Air Force only in the presence of international experts. “I want you to open it only together with foreign specialists and to document everything very thoroughly,” told the President.
According to Vladimir Putin, transcription of the downed Su-24M records will allow to define its flight trajectory and location at the moment of being eliminated. “That means that we will understand its location and the reason why the Turkish Air Force had hit in the back”.
The Supreme Commander-in-Chief ordered to analyze results of the new high-accuracy strikes against the militants and expressed gratitude to all participants of the operation on search and delivery of the flight data recorder of the Su-24M downed by the Turkish Air Force.
According to Vladimir Putin, it was necessary to express gratitude to the Russian servicemen from the Special Task Force, search-and-rescue teams, and the Syrian Armed Forces. They managed to get the recorder, which would certainly provide an opportunity to puzzle out what had happened.

In the course of the last 24 hours, aircraft of the Russian Aerospace Forces have performed 82 combat sorties engaging 204 terrorist objects in Syria
In the course of the last 24 hours, aircraft of the Russian Aerospace Forces have performed 82 combat sorties engaging 204 terrorist objects in the Syrian Arab Republic in the Aleppo, Idlib, Latakia, Hama and Homs provinces.
32 combat sorties were carried out by the Russian aircraft at night.
As the Russian Defence Minister General of the Army Sergei Shoigu reported to the Supreme Commander-in-Chief of the Russian Armed Forces, for the last week the intensiveness of strikes on terrorist infrastructures has been considerably increased all over Syria.
Massive missile and aviation strike with precision weapons was made on the most important objects of terrorist groupings.
Sea-based cruise missiles Kalibr and precision airbombs KAB-500 were used.
The precision weapons were used against the most important terrorist objects.
For the first time, the Rostov-on-Don submarine performed a multiple launch of sea-based cruise missiles Kalibr from underwater position in the Mediterranean Sea.
This is not the first successful usage of the sea-based cruise missiles Kalibr. Earlier they had been used twice for engagement of terrorist facilities in Syria from surface warships of the Caspian flotilla.
The particularity of their last usage was the multiple launch from underwater position through torpedo launchers.
Objective monitoring data confirmed once again the high effectiveness of this missile complex.
All targets were hit with the highest accuracy.
It is to be reminded that the range of the Kalibr cruise missiles constitutes about 2,000 km.
The missile has low radar signature reached by following the terrain at extra-low altitudes that renders it nearly invisible for all types of air defence.
The accuracy of target engagement even at a large distance constitutes several meters. Taking into consideration that the combat payload is 500 kg, the target is destroyed for sure.
The missile may be fitted with special warhead, i.e. the nuclear one.
It is to be reminded that in November along with Kalibr missiles the newest air-based cruise missiles Kh-101 were also used by strategic aviation aircraft. These precision weapons are capable of guaranteed destruction of targets at the distances of up to 4,500 km.
They are also practically invisible for all kinds of air defence systems and may be fitted with conventional and nuclear warheads. The accuracy of these missiles constitutes not more than several meters.
It is to be mentioned one more time that the Russian Defence Ministry has been presenting the objective monitoring data of combat missions including target engagement during the whole operation in Syria.
The Defence Ministry has been doing it in a regular manner unlike the colleagues from the anti-ISIS coalition, who are just discussing upon their success, covering facts and particularities.
Certainly, this is their choice.
However, the Russian Defence Ministry is indignant at their approaches when they use this kind of behavior in assessing results of air missions carried out by the Russian air group in Syria.
It is obvious to the world public “who is who” in the fight against the international terrorism.
The more powerful and accurate our strikes are, the more deeply the colleagues criticizing the Russian operations in Syria in order to distract the public in different ways.
There are a couple of examples.
Last week, there appeared information concerning alleged deployment of a new Russian airbase near Shayrat settlement.
One does not need to be an expert to understand that it takes any Russian aircraft 30-40 minutes to get to any point in the territory of Syria.
That is why there is no operational necessity to deploy any additional Russian “airbases” on the territory of Syria as it has been taken into head by “armchair strategists”.
In addition, the messages quoting anonymous sources in the Pentagon concerning the alleged involvement of the Russian warplanes in strikes on the positions of the Syrian governmental troops near Deir ez-Zor on December 6 must be commented on.
First of all – the facts.
According to the General Staff of the Syrian Army, on December 6, 2015, from 19:40, for 15 minutes, aviation of the Western coalition was making an airstrike on a field camp of the 168th Brigade of the 7th Division of the governmental troops of the Syrian Armed Forces located 2 km to the west of Deir ez-Zor.
4 people were killed, 12 were injured.
All the Russian flights in the sky of Syria are accorded with the Air Traffic Control bodies and the General Staff of the Syrian governmental troops.
There were no Russian aircraft over that area.
It is a well-known fact for the US representatives.
Moreover, in accordance to the signed Memorandum, the Russian Defence Ministry informs the US AF representatives about time, altitudes and routes of the Russian aviation group in Syria in a timely manner.
The Pentagon officials stated that the US AF had been really performing operations over that area on December 6. However, they carried out strikes on the target, which had been located 55 kilometres far from the object.
That is true. But partly.
In the sky over Deir-ez-Zor, there were two pairs of combat aircraft from two anti-ISIS coalition member-countries.
If the Americans were out of it, why do the Pentagon representatives as the anti-ISIS coalition leaders are keeping silent about the presence of their allies’ aircraft near Deir-ez-Zor on December 6?
Is not it because the coalition aviation receives all the information concerning the ISIS targets in Syria from the Pentagon?
Moreover, the mistaken coalition’s air strikes take more and more Syrian lives.
According to the human rights advocates from the “Syrian Human Rights Council”, just the other day dozens of civilians have been killed by the coalition’s strike against the Al-Han village.
Maybe it is the high time for our partners from the so-called “coalition” revealed their cards?
From the very beginning of the operation, we have repeatedly offered the Americans to organize an information exchange on the terrorist positions in Syria.
The upshot is, as we say in Russia, “great cry and little wool”.
